Proposed downtown Fargo complex on hold after County Commission, Fargo School Board vote no on participating in tax incentive program

FARGO, N.D. – Plans are on hold for a proposed 262-unit complex in downtown Fargo.

After the Cass County Commission and Fargo School Board voted not to participate in a 15-year tax incentive program for the project, its future was in question.

Late Thursday, Flag Family News learned of the next move for the project.

“The Annex Group has withdrawn their applications for the Central on the Horizon project,” Strategic Planning Director Jim Gilmour told Flag Family News in an email. “Public hearings before the City Commission on December 22nd are being canceled.”

An email from The Annex Group to Gilmour said the group hopes ‘to be able to work with all relevant parties to find a solution that works so the project can move forward.’
