City of Moorhead shares study results on improving 40th Ave S near S.G. Reinertsen Elementary

MOORHEAD, Minn. – The City of Moorhead is looking into making several changes to improve safety on 40th Avenue South between 8th and 20th Streets.

Nine-year-old Adam Amin was struck and killed by a city Mack truck in July 2025 at 40th Avenue and 14th Street. Former Moorhead city employee Victor Port was charged six months later with failing to yield to a pedestrian in a crosswalk and operating a vehicle without the proper license.

Moorhead Executive Director of Operations and Emergency Services Steve Moore showed Moorhead School Board members the results of a study that shows this area sees an average of 5,900 to 6,800 vehicles per day, many of which exceed the 40 mile per hour speed limit going as fast as 47 MPH. Moore would like the speed limit reduced to 30 MPH.

The city would like to put a roundabout at 40th Avenue and 14th Street. There’s a four-way stop there now. Moore said less than half the traffic during an entire day in August 2025 and December 2025 came to a full stop in the area while he observed traffic cameras.

“The main benefit to a roundabout is it does slow down people a lot at that intersection. We do think with improvements that it will be a good intersection for pedestrians as well,” Moore said.

The city would also like to build a school zone sign with a flashing light at the drop-off area at Reinertsen on 14th Street and at 16th Street, making the drop-off area a one-way and removing right turn lanes in the area of 14th Street to improve safety.

Moore said a traffic light at the area of 40th Street South isn’t warranted because it’s not a high volume traffic area. He added crashes tend to be worse in low-traffic areas with a light because people try to beat a red light.
