North Dakota State Rep. from Fargo accused of campaign finance violation

(Fargo, ND) -- A campaign finance complaint is being filed against a North Dakota State Representative from Fargo.

The complaint alleges District 46 Representative Jim Kasper is hiding $5,000 in campaign donations by cashing a check and not disclosing various details; including reporting the donation, showing any campaign spending from the donation, nor showing the donation with total funds on hand when the campaign ended. 

“A lot of time and effort went into the North Dakota Ethics Amendment citizen's initiative in an effort to improve our political system,” said accuser Scott Tillman in a statement to WDAY Radio, who a National Field Director at an organization named U.S Term Limits and believes Kasper is violating a 2018 Ethics Amendment pertaining to campaign transparency, “If lawmakers are ignoring voter approved campaign reporting, it’s impossible for citizens to know how much is being spent on legitimate campaign expenses and what is being spent inappropriately.”

Kasper has been the recipient of other criticisms from Tillman in the past. This includes an accusation from the U.S Term Limits representative; which claims Kasper broke his promise to support 8-year term limits for the State House, State Senate, and other positions by introducing HCR 3019 - a bill that would increase the recently set term limit from eight years to twelve-year terms.
