(Fargo, ND) -- The Fargo Police Department is notifying the community that a registered sex offender has registered as homeless in the city.
David Lavern Lilley, Jr. is assessed as a HIGH-RISK offender by the North Dakota Sex Offender Risk Assessment Committee.
Lilley is 38-years-old, is 5’8”, and weighs 205 pounds.
He has brown eyes, and black hair.
He was convicted in U.S. District Court on one count of Gross Sexual Imposition in December of 2003.
His victim was a 13-year-old female.
He is a high-risk lifetime registrant.
