Fargo man charged with 13 felonies of child sex abuse, possession of child sex abuse material

(FARGO) – A Fargo man has been charged with 13 felony charges regarding child sex abuse and possession of child sex abuse material.

According to online database information, David Harvey Springer, of Fargo, faces five Class B felony charges of promoting a sexual performance by a minor and eight Class C felony charges of possession of certain materials prohibited.

According to court documents obtained Tuesday afternoon, a child sexual abuse material file was flagged and reported to the National Center for Missing and Exploited Children on September 3, 2023. The file was reviewed by Special Agent Jesse Smith.

Smith described the image as an ‘image of a nude male child that appears to be 12-18 years of age. He is standing against a wall talking to a nude adult female.’

On March 27, 2024, members of the North Dakota Internet Crimes Against Children Task Force served a search warrant at an address in Fargo. When the warrant was served, there was no one present. Authorities say the search was completed and contact was made with Springer, who confirmed he lived there but was at another address due to health issues.

Items were located and seized per the search warrant. They were then turned over to the task force and North Dakota Bureau of Criminal Investigation for forensic examination.

Court documents say detectives located more than 500 images ‘and stopped counting or classifying images after 2,082 images.’

Springer remains jailed in the Cass County Jail as of Tuesday afternoon. His bond was set Friday at $50,000 with 10 percent cash.
