Fargo man faces multiple felony charges after allegedly assaulting officers

FARGO, N.D. (Valley News Live) – A Fargo man is facing multiple felony charges after allegedly violating a protection order and then assaulting police officers during his arrest on October 18.

Joseph Roy has been charged with violating a foreign protection order, two counts of simple assault on peace officers, felony resisting arrest, and attempting to disarm a law enforcement officer, according to court documents.

Police responded to a domestic disturbance at the Quality Suites at 1415 35th Street South on Saturday Afternoon.

The victim told officers that Roy, who was prohibited from contacting her under a Clay County, Minnesota protection order, had been in her hotel room and became violent during an argument over money for alcohol.

The victim said Roy poured coffee on her, pulled her off a bed, and poked her with his fingernails during the altercation. She recorded part of the incident on her phone and called 911.

Officers located Roy nearby wearing clothing that matched the description from the victim. When informed that he was being detained for violating a protection order, he became physically resistant, according to court documents.

During the struggle, Roy allegedly bit an officer on the thigh, leaving visible teeth marks. He also attempted to headbutt another officer, causing a swollen lip.

Roy then allegedly grabbed at a third officer’s firearm holster in an attempt to remove the weapon, but he was prevented from accessing the gun.

All three officers were required to subdue Roy, who continued yelling profanities and resisting throughout the arrest.

Roy was taken to Essentia Health for medical clearance before being taken to Cass County Jail. He was arraigned on October 20.
