Former Moorhead city truck driver charged in death of a 9-year-old boy

MOORHEAD, Minn. (Valley News Live) – A former Moorhead city truck driver is facing criminal charges more than six months after hitting and killing a 9-year-old boy in a crosswalk.

Victor Carl Port, 64, of West Fargo, was charged Thursday with two misdemeanors: failing to yield to a pedestrian in a crosswalk and operating a vehicle without the proper license.

The charges stem from a July 31, 2025 crash at the intersection of 40th Avenue South and 14th Street South that killed Adam Amin. The 9-year-old was riding his bicycle in a marked crosswalk when he was struck by a City of Moorhead water truck.

According to the criminal complaint filed in Clay County District Court, Port told investigators he stopped at the four-way stop, then began making a left turn when he heard a bang near the front passenger-side tire. Port said he never saw the bike or rider before the crash.

The complaint says Port was not on his phone, was not distracted and was not impaired at the time of the crash.

Minnesota State Patrol crash reconstruction found the truck stopped beyond the white stop line, possibly with its bumper protruding into the crosswalk. Testing revealed the driver had no ability to see a bicyclist within about six feet of the front bumper or within nine feet of the vehicle’s right front corner due to blind spots.

Investigators determined Port was driving the city truck with a Class D North Dakota driver’s license. He previously held a Class A commercial driver’s license, but it had been downgraded in May 2024 due to expired medical certification.

The complaint states that regardless of whether Port saw Adam on his bicycle, he was required by law to allow the pedestrian to clear the crosswalk before moving forward.

Each misdemeanor charge carries a maximum sentence of 90 days in jail, a $1,000 fine, or both.

Valley News Live has reached out to the City of Moorhead for comment, but has not yet received a response.

Members of the Kurdish and Moorhead communities held a flower ceremony for Adam days after his death. A close family friend described him as a young boy who will be deeply missed.
