ST PAUL – The Minnesota Bureau of Criminal Apprehension has identified the officer and man involved in a use-of-force incident last week in Clearwater County.
The BCA says the man who died has been identified as 75-year-old Dennis Hoie of Bagley.
The Clearwater County deputy has been identified as Noah Hallman, a deputy with three years of law enforcement experience.
According to the preliminary investigation, a deputy recognized Hoie at a gas station in Bagley and attempted to arrest him on outstanding felony warrants. He resisted and fled in his pickup, pursued by deputies and a Bagley police officer.
Officers later performed a PIT maneuver, causing Hoie’s vehicle to spin out and stop in a residential driveway.
While officers were attempting to get Hoie to exit his vehicle, he pulled a flare gun and fired it toward the deputies. Hallman fired his handgun in return, striking Hoie from the passenger side window. Medical aid was rendered, but he was pronounced dead on the scene.
A deputy on the driver’s side of Hoie’s vehicle sustained a graze injury to his head that did not require medical attention.
Hallman remains on critical incident leave.
