Moorhead Mayor Carlson is happy funding for 11th Street underpass didn’t include special assessments

MOORHEAD, Minn. – Mayor Shelly Carlson says she hasn’t heard many complaints about underpass construction on 11th Street.

“We’re used to detouring around 11th Street anyways. It’s really not that different. We’re really, really looking forward to when it is open,” Carlson said on “The Chamber Link” on WDAY Radio.

The mayor is pleased the city didn’t need to create a special assessment district to pay for the $115 million project. It was funded partially by $62 million from the legislature and $26 million from the U.S. Department of Transportation.

Plans to build the underpass are nothing new.

“Our city engineer actually found plans from the late 1970s. I’m so happy we were able to finally get all the funding in place to do the project,” Carlson explained.

The mayor is surprised she hasn’t gotten many complaints about detours or noise from construction.

The project began in 2024 and is expected to be finished in November 2026.
