Security breach occurs at Minnesota State Capitol

10:00 p.m. update on 7/25/25:  Just before 7:30 p.m. Saturday, State Patrol troopers arrested the man who had twice in the last 24 hours been removed and transported from Minnesota State Capitol grounds.

Dominic Terrell Peace, 36, was taken into custody without incident after he showed up on the Capitol grounds a third time. He is being held in the Ramsey County jail awaiting extradition in connection with an arrest warrant from Wisconsin. State Patrol officials worked throughout the day with Wisconsin officials on the extradition issue.

The State Patrol continues to investigate how Peace came to be in the Capitol after public hours Friday evening. The State Patrol will be conducting a comprehensive review to determine how this happened and make any necessary updates to Capitol security protocols.

ORIGINAL STORY: ST PAUL, MINN – A man was taken to Regions Hospital in St. Paul, Minn., after being caught in the Minnesota State Capitol after hours Friday night and on the Capitol grounds again Saturday morning.

According to Minnesota State Patrol Captain Christina Bogojevic, Capitol Security was notified through an alarm system that a man was in the Capitol after hours at around 11:30 p.m. Friday. When Capitol Security reached the man, he was naked and nonviolent. It was determined that he needed a mental health evaluation. He was taken to Regions Hospital and, according to the Patrol, released.

Then, at around 7:30 a.m. Saturday, he was again seen on Capitol grounds but had not entered the building itself. Authorities located the man, and he was returned to Regions Hospital for a mental health evaluation.

“We are in the process of reviewing any video to determine his exact whereabouts while he was inside the building,” Bogojevic said in a statement obtained by Flag Family News.

Minnesota House Speaker Lisa Demuth issued a statement.

“While I’m grateful the offender is in custody, it should not take three incidents in 24 hours to finally be booked,” she said. “In this environment of heightened security, we need to be even more vigilant, not less.”

Senate Republican Leader Mark Johnson, of East Grand Forks, says he’s disappointed.

“I’m disappointed to learn that a major security breach occurred on Friday night and Saturday morning. We are living in a heightened threat environment,” he said. “I expect the State Patrol and Capitol Security teams will thoroughly review what happened and give Capitol officials and staff, and the public, their assurances that this will not happen again.”
