Suspect arrested after robbery, two others face drug paraphernalia charges

FARGO, N.D. – Fargo Police arrested three people while they were investigating a robbery and assault Saturday morning.

Sergeant Lucas Mock said police responded to the 4500 block of 19th Avenue South at 10:15 a.m. on a report of a robbery. Staff reported that the suspect, 36-year-old Phillip Parks, assaulted an employee, stole money and let the area in a vehicle.

The employee was taken to the hospital with non-life-threatening injuries.

Police located the suspect’s vehicle just after noon in the 200 block of NP Avenue and conducted a traffic stop. Parks was not located, but two others were.

The two in the vehicle were arrested for possession of drug paraphernalia. They are identified as 37-year-olds Lena Fogel and Leroy Manning, both of Fargo.

The investigation continued, with officers attempting to locate parks.

At just before 4 p.m., Parks was located and arrested in the 700 block of 8th Street North. He was taken to the Cass County Jail.
