FARGO, N.D. (Valley News Live) – A well-known Black Lives Matter activist in the Fargo community is expected to plead guilty to theft charges, according to court records.

Faith Dixon faces five theft-related charges in the case, accused in a major fraud investigation.

Court records allege she and her husband, Charles Dixon, used a nonprofit organization to defraud the state of thousands of dollars.

The Faith4Hope Scholarship Fund received hundreds of thousands of dollars in grant funding. Documents allege rather than use the money for its intended purpose, to help children in need, Faith kept it for herself and her family members.

They were concerned about two things; the lack of fiscal control and conflicts of interest.

Documents show Faith gave thousands to businesses owned by her family members. This includes:

  • Diezel Double Barrel BBQ, owned by her father.
  • Be the Light Dance Studio, owned by her sister-in-law.
  • Revolution Records, owned by her brother.
  • Identity Design Studio, owned by Angela Skaff, the VP of her nonprofit.

Court papers lay out Faith’s bank statements. They allege she was dumping the grant money into the nonprofit account.

However, on several occasions, she and her husband withdrew money from that account and moved it into their personal accounts.

Documents allege they made several ATM withdrawals and bought a lot of fast food, gas, groceries and other personal expenses.

Documents also note The Great Plains Food Bank terminated its partnership with Faith, after learning she had been selling the food they donated to her program.

Faith also owes the Department of Human Services about $5,000. Another one of her organizations, Children of Hope, ceased operations in 2022. However, Faith continued to submit reimbursement requests, according to court papers.

Court records show a felony jury trial for Charles Dixon is set for Nov. 18, 2025.
