(Moscow)  --  A Russian military plane carrying at least 74 people has crashed north of the Ukrainian border.

Russia's Ministry of Defense says the aircraft was carrying 65 Ukrainian prisoners of war who were part of an exchange when it went down near Belgorod. Russian news reports say nine other people were also on board, including six crew members.

The governor of Belgorod says no one survived the crash.
