WASHINGTON, DC – A Bismarck man has been charged in connection with the U.S. Department of Justice’s 2025 National Health Care Fraud Takedown.
The takedown, which resulted in criminal charges against more than 300 individuals, including nearly 100 doctors, charged individuals ‘for their alleged participation in various health care fraud schemes,’ according to the Department of Justice.
Among those charged is 55-year-old Isaac Afoakwa, of Bismarck. He’s charged with with false statements relating to a health care benefit program, wire fraud, aggravated identity theft, and aiding and abetting the preparation and presentation of a false and fraudulent tax return.
According to court documents, as owner of Bismarck Transportation Services, Afoakwa submitted $100,000 worth of false and fraudulent claims to North Dakota Medicaid. These claims were for non-emergency transport services. Additionally, he applied for and obtained a Paycheck Protection Program loan, as well as eight Economic Injury Disaster loans, which totaled more than $1.6 million.
