(Bismarck, ND) -- North Dakota could soon disqualify miniature horses as service animals. Last week, the House passed a bill only allowing trained dogs to qualify. Representative Ruth Buffalo, a Democrat from Fargo, says there are no miniature horses acting as service animals in the state. She says only seven miniature horses are working as service animals across the world.
