(Bismarck, ND) -- Governor Doug Burgum's request for supporters to sign a petition supporting his tax relief plan is being considered an end run around the Legislature.
The Republican is recommending using part of the state's budget surplus to provide income tax relief to state residents.
Senate Majority Leader Rich Wardner says lawmakers don't support the idea.
