(Bismarck, ND) -- Congressman Kelly Armstrong is speaking out against the idea of packing the U.S. Supreme Court.

Armstrong spoke on the House floor Friday, saying lawmakers have let go of their responsibility to face tough votes. He said legislators pass off the blame for implementation of laws onto agencies and courts.

The congressman says Congress shouldn't add more seats to the U.S. Supreme Court. The Judiciary Act of 1789 gives Congress the authority to determine the size and composition of the high Court.
