(Otter Tail County, MN) -- The Minnesota Department of Corrections has downgraded the license of the Otter Tail County Jail in Fergus Falls.

A state investigation found staff members at the jail denied meals and water to an inmate in February. The meals were withheld after the inmate smeared feces in a cell and refused to clean it up. The jail's license has been reduced to Class One status, meaning the facility can only hold inmates for 72 hours.

The county must submit a plan to reduce and move some of the inmates currently being held at the jail.
