(Bismarck, ND) — Bismarck Police have arrested a local man on 41 charges related to alleged sex offenses and drugs.
Jamal Fermin is accused of rape, having explicit photos and videos of teenage girls, and dealing drugs. Investigators say he gave multiple underage girls drugs, money, and alcohol in exchange for sex acts and explicit photos.
Police say Fermin knew the victims were younger than 18-years-old.
