Former regional water board secretary faces charges

(LANGDON, ND) – The former secretary of the Cavalier County Water Resource Board is facing felony charges.

Documents in Cavalier County District Court allege that Kensi Breyer, between January 2020 and August 2024, transferred more than $48,000 from the board to Blue Cross Blue Shield of North Dakota. The funds were payment for insurance co-pays that she was responsible for. At the time, she was secretary of the board and did not have authorization to pay the premiums from the board’s funds.

The misapplication of entrusted property charge is a Class B Felony.

She also allegedly altered the minutes of the January 2024 board meeting and made false entries into the board’s financial records throughout the period of January 2020 and August 2024.

The tampering with public records charge is a Class C Felony.
